General Description:
Vista International Operations depends on streamlined business processes that serve our customers, employees, subcontractors, and parent corporation. The Corporate Director of Business Support is the executive in charge of coordinating the business processes that will accommodate organizational effectiveness in order meet our corporate responsibilities.
 
Responsibilities and Outcomes:
* The Corporate Director of Business Support (CDBS) will monitor Federal, State, and Local regulatory and statutory compliance relating to our Federal contract management effort in relation to human capital. The primary site managers and business support services provider will be directly responsible and accountable for maintaining compliance with regulatory and statutory workforce management issues. The CDBS will directly support the site managers in assisting them in meeting their obligations.
* The CDBS will provide plan, administration, execution, analysis, and reporting pertaining to workforce capital retention. This also includes the assessment, measurement, identification, and retention of corporate intellectual property assets.
* A key element of workforce retooling is technical training. The CDBS will codify, define, communicate, budget, and administer Vista International Operations’ corporate technical retooling objectives.
* Vista International Operations has a well-defined academic enhancement plan for the workforce. The CDBS will perform an annual review/evaluation of the workforce academic enhancement plan. The annual report on the workforce academic enhancement plan will include objective outcomes measurement, annual/cumulative costs, projected upcoming annual costs, and a corporate cost benefit analysis. Adjustments to the workforce academic enhancement plan could be a potential outcome from this annual evaluation report.
* The CDBS will maintain a corporate succession plan and contingency scenarios extending to all Vista International Operations salaried personnel. The plan will be reviewed quarterly by the corporation’s executive officers.
* Vista International Operations regularly generates proposals in response to solicitations, RFQ’s, RFP’s, and RFROM’s. Historically, the predominant cost driver for all cost proposals has been human capital (labor). The CDBS will be a principle contributor in the creation of technical proposals and will control primary authorship of the cost proposals generated by Vista International Operations.
* The CDBS is the Chief EEO Compliance Officer for Vista International Operations.
* The CDBS is the principle corporate agent to assure that Vista International Operations meets our corporate goals for shareholder hire.
* The CDBS will monitor labor utilization reports. In doing this, the CDBS will analyze trends, cause/effect analysis, and administer “mid-course” corrective adjustments to optimize labor utilization. Long-term analysis may lead to labor utilization goals and policies.
* The CDBS will act as an executive principle in relation to the Corporate Strategic Plan. The CDBS is the primary shepherd of Strategic Plans elements #2 (Employee Assets) and #5 (Shareholder Involvement).
* Invoice and cash management allows Vista International Operations that ability to meet the service needs of our customers, the payroll needs of our employees, the financial needs of our subcontractors, and the resource needs of our parent corporation. The CDBS will be the primary proponent for cash flow management to meet the needs of the viability of Vista International Operations. The CDBS will provide daily management and monitoring of cash assets.
* The CDBS will be the designated point of contact (POC) for the designated Project Manager of each Vista International Operations site. 
* This position will require moderate to moderately extensive travel from time to time.

Academic Criteria:
Required:  Four-Year College Degree in Business Administration, Information Management, or Organizational Operations
Preferred:  Masters of Business Administration

* Documentation or reference citing that can demonstrate the applicants experience with the following:
* Experience (three years or more) with managing Information Technology task order deliverables for Government or Prime customer contracts
* Experience (three years or more) of managing project budgets for Government or Prime Information Technology contracts
* Experience (two years or more) of providing effective technical and cost proposal assistance for various solicitations relevant to Information Technology and Logistics efforts
* Experience (three years or more) with Information Technology and Logistics project workforce selection and acquisition
* Experience (two years or more) dealing with Federal Acquisition Regulations associated with Government contract execution
* Experience (three years or more) in monitoring and managing invoice management cycles for effective cash flow
* Experience (two years or more) with budget initiation/creation and ongoing analysis
